NEW DELHI: India has put up a massive 20,000 crore on the table to lure global electronics makers to set up shop here. But it is not inviting the big daddy of them all - its neighbour China - to the party.

India's Electronics System Design and Manufacturing initiative aims to slash the country's import bill for electronics goods which, if unchecked, could cross $400 billion by 2020 and even race past the amount spent on importing oil.

As part of its push, India is sending trade delegations to various countries, offering sops like tax breaks, to attract investment in electronics. But no team will be visiting China, where more than half the world's contract manufacturing in electronics takes place.

"The anti-dumping cases on Chinese companies are well known," said Ajay Kumar, a joint secretary at the Ministry of Communications and IT who heads the new electronics manufacturing plan. "China is known to grant high subsidies and loans and quote high incentives to attract investment from the world over."

Instead, India hopes to entice investors from countries like South Korea, Taiwan, Japan, Germany and US with its new plan. In a meeting in late June, attended by major consultants like Frost and Sullivan, AT Kearney and PricewaterhouseCoopers, authorities ruled out approaching China for investments.

"It's true that China is not our focus country, but that should not deter any Chinese company to come and invest in India," said Kumar, adding that India was in some sense "competing with China for this kind of investment".

Currently, India's production constitutes only about 1.3% of the global electronics hardware production of $1.7 trillion.

In contrast, China is home to some of the largest electronics manufacturers such as Foxconn, Huawei and ZTE. Foxconn supplies components to almost all popular electronics brands, including Apple and Nokia. On the other hand, Huawei and ZTE have over the past couple of years become the preferred equipment vendors for telecom operators worldwide, including Indian players like Airtel and Reliance.

A senior PricewaterhouseCoopers consultant on e-governance said even if India tried to invite Chinese companies, it was not likely to succeed. "India remains a high cost country for electronics manufacturing in contrast with China," said the PwC executive who did not wish to be identified. "It's an investment promotion scheme, and would be prudent to invite countries where cost of manufacturing is higher than in India, like Japan."

The Indian Semiconductor Association defended India's decision to bypass China, saying the idea is to create intellectual property.

"Countries like the US and Japan have always been on the forefront of design and intellectual property in the world in semiconductor technologies," said Rajiv Jain, associate director at ISA. "China on the other hand leads electronics manufacturing in the world. So, it may be good for India to focus on countries which drive IP and product creation."

Communications and IT Minister Kapil Sibal is expected to lead a delegation to Germany in September to showcase India's new policy. India will begin accepting applications for the investments from October. Through its recently announced Modified-Special Incentive Package Scheme, or M-SIPS, the Indian government offers up to 20% subsidy on capital expenditure incurred to set up manufacturing plants for electronics. If the plants are not in special economic zones, then the discount will be up to 25%.

Former Israeli commandos dominate politics

JERUSALEM (AP) ? When Prime Minister Benjamin Netanyahu had to fill a sensitive Cabinet post recently, he turned to an old army buddy from his days in an elite commando unit.

His choice for minister of civil defense, Avi Dichter, replaced another graduate of the legendary Sayeret Matkal unit. Netanyahu's defense minister and vice premier, as well as Israel's opposition leader, also served there.

It's Israel's most famous and secretive military unit. Among its known exploits are the 1976 rescue of hostages from an Air France plane in Uganda, a mission commanded by Netanyahu's brother, Yonatan, who was killed there.

In building his team at a time of tensions over Iran's nuclear program, Netanyahu appears to be relying heavily ? too heavily, some say ? on veterans of Sayeret Matkal. Supporters say the unit's prominent role reflects the intelligence, boldness and creativity of its soldiers.

Critics counter that skills honed in the military do not necessarily translate to the civilian arena and that key voices, particularly those of women, are being left out of critical decisions.

"It's a certain fraternity that for many years has managed to place security as the central issue in the country," said Yael Dayan, a former lawmaker and daughter of the late Moshe Dayan, the famous Israeli general and statesman. "They need a war to justify their own existence."

In a country that worships its war heroes, the military has long been a breeding ground for Israeli leaders. The exclusive, tight-knit Sayeret Matkal unit stands out.

Lawmaker Yohanan Plesner, a graduate of the unit who still does reserve duty, said the transition was seamless.

"When you are given an enormous amount of responsibility at a very young age, it gives you the confidence to take on that responsibility at the national level," said Plesner, 40, a rising star in the opposition Kadima Party. "There is no doubt that Israeli society appreciates those people who have risked their lives for the state."

On Tuesday, Netanyahu attended a gathering of his former army mates in memory of a late Druse Arab commander of the unit who oversaw Netanyahu during a secret mission. "You are my brother," Netanyahu said of the late commander, in a statement released by his office.

Israel's daily Yediot Ahronot said the commander saved Netanyahu's life during a clandestine operation in Syria at the end of the 1960s. A spokesman for Netanyahu did not immediately comment on the claim.

Netanyahu's office has declined to comment about the unit.

The military's website identifies Sayeret Matkal unit "the best combat unit" in the Israeli military and "one of the best special forces units in the world."

"It performs a variety of reconnaissance and commando missions, relying on extensive training as well as the most technologically advanced equipment available," said Capt. Eytan Buchman, a military spokesman. He refused to elaborate.

Sayeret Matkal is primarily responsible for intelligence-gathering missions behind enemy lines, so most of its operations are classified. But the unit has also been tasked with counterterrorism and hostage rescue operations, earning it a mythical status with the public.

The 1976 operation in Uganda is among few that have been made public.

In 1972, the commandos, disguised as airline technicians, raided a hijacked Sabena airliner on the ground in Israel. Netanyahu took part in the operation. A photograph of Ehud Barak, now Israel's defense minister, standing on the wing in white overalls as the hostages were disembarking has become part of Israeli lore.

The following year, commandos rowed boats to the Beirut beach and proceeded to kill top leaders of Black September, the Palestinian group that carried out the massacre of 11 members of the Israeli delegation to the 1972 Munich Olympics. The soldiers were dressed as civilians. Shorter soldiers, like Barak, were disguised as women.

The unit is believed to have later carried out similar assassinations and kidnappings of other wanted men, including the 1988 killing of Abu Jihad, a senior figure in the Palestine Liberation Organization, in a naval commando operation on the shores of Tunisia.

Sayeret Matkal has also had its fiascos, notably a 1992 training accident in which five soldiers were killed during a drill reportedly preparing for a possible assassination attempt on Iraqi leader Saddam Hussein.

Candidates go through a rigorous selection process that includes psychological profiling and intense physical challenges. Only a few dozen are chosen each year and their basic training lasts 20 months. They earn their red beret after a grueling 120-kilometer (75-mile) march and then embark on specialized training that includes advanced navigation, weapons training, a sniper's course and camouflage, according to the army website.

Known in Israel simply as "the unit," only a few hundred serve in it at any given time. The prime minister sometimes stops by headquarters for a visit to hear about their exploits.

"A huge part of the brand is its secrecy. No one really knows exactly what they do there," said Ofer Shelah, a military analyst.

Being a member of this prestigious club grants access to high society and an old-boys club that can open doors in the military, the business world and politics. "Israeli politics is based on loyalties, friends promoting friends," Shelah said.

Unit fighters have gone on to become prime ministers, security service bosses, military chiefs, generals, lawmakers and wealthy businessmen.

At a ceremony last week marking Dichter's appointment the minister who would oversee civil defense if there is war with Iran, Barak spoke about their 40-year history together and how they've crossed paths in secret missions.

"I'm convinced you will bring to the job all the experience you have amassed over the years," Barak said.

Shelah countered that career soldiers were often "the least qualified to lead political systems."

"Their military jobs are not built on agreements, on open dialogue, on accepting the opinions of others or considering public opinion. Politics is all about that," he said.

Social psychologist Eyal Efrati, a retired colonel who once headed the military's behavioral science department, said the unit's prominence has more to do with Israeli society than the characteristics of the soldiers.

"We have this yearning for these people to lead us like they lead us in the army," he said. "It is important for us to hold on to this so that we can feel that no matter what happens, there will be someone to protect us."

Notorious Pakistan A-bomb scientist tries politics

ISLAMABAD (AP) ? The man who made Pakistan into a nuclear power and later admitted to leaking atomic secrets to Iran, North Korea and Libya is going into politics, aiming to shake up the country ahead of national elections.

That could provoke some grumbling in the United States, where Abdul Qadeer Khan is viewed as a pariah. At home, however, he is a national hero for his pivotal role in developing nuclear weapons and has been lionized by Islamists for making Pakistan the world's only Muslim nuclear power.

It's unclear whether the 76-year-old nuclear scientist will be able to translate this public adoration into political support.

The goal of Khan's new movement ? Tehreek-e-Tahaffuz Pakistan, or Movement for Protection of Pakistan ? is not to field candidates, but to encourage young Pakistanis to participate in upcoming elections and reject "incompetent politicians," Khan told The Associated Press during an interview Tuesday.

National elections are scheduled to take place by June 2013, although they could be called earlier.

"The leaders of most of the big political parties are robbers and corrupt," said Khan, who announced his new movement this week.

He took aim at President Asif Ali Zardari, co-leader of the ruling Pakistan People's Party, and former Prime Minister Nawaz Sharif, head of the main opposition party, the Pakistan Muslim League-N.

A senior politician from Sharif's party, Zafarul Haq, said the group had always tried to field honest and capable candidates.

Fawad Chaudhry, an adviser to Prime Minister Raja Pervaiz Ashraf, who is also from the ruling party, dismissed Khan's criticism.

"I am surprised over his allegations against the top political leadership of Pakistan, and I want to remind Dr. Qadeer that at least no politician has sold uranium or nuclear technology to other countries," said Chaudhry.

Khan also criticized Imran Khan, a cricket star who has become a rising force in politics as the head of Pakistan Tehreek-e-Insaf, or Movement for Justice. Imran Khan has campaigned on an anti-corruption platform and has generated excitement among young people, but the scientist accused him of allowing corrupt politicians to join his party.

"The youth are 47 percent of our population, and they can turn the table by rejecting robbers and incompetent politicians like Asif Ali Zardari, Nawaz Sharif and Imran Khan," said the scientist.

A leader of Imran Khan's party in Islamabad, Salman Malik, denied they had invited any corrupt politicians to join them.

Abdul Qadeer Khan suggested that young Pakistanis field their own non-political candidates, such as scientists, engineers, teachers and retired bureaucrats.

Such candidates would likely have difficulty competing with the country's main political parties.

Also, Khan could have difficulty achieving his political goals because the government limits his movement.

He was detained in 2003 and admitted on television in 2004 that he operated a network that spread nuclear weapons technology to Iran, North Korea and Libya.

Pakistan has insisted that Khan's proliferation network has been shut down, but the U.S. still has concerns because American investigators have never been able to question him. The U.S. is especially worried about Iran's nuclear program amid fears the country could one day seek to build a nuclear bomb.

After Khan admitted leaking atomic secrets, he was immediately pardoned by former President Gen. Pervez Musharraf and placed under de facto house arrest. The government ended his house arrest in 2009 but still limits his movement to some extent.

The scientist said he would visit schools and convene seminars in Pakistan's major cities, but would not hold public rallies.

"I will go to colleges and universities and tell youths that they should reject the candidates of incompetent and corrupt political leadership," Khan said.

(AP) ? Venezuela's biggest oil refinery remained shut down Tuesday after firefighters extinguished a blaze that raged for more than three days following an explosion that killed at least 41 people.

While fuel tanks smoldered at the Amuay refinery, Oil Minister Rafael Ramirez said officials expected to restart operations at the refinery in two days.

The blast early Saturday was the deadliest disaster ever at a Venezuelan refinery and has thrown open a national debate about safety and maintenance within the country's oil industry. The debate has also touched the presidential campaign, with President Hugo Chavez's rival calling for a transparent and thorough investigation.

The fire took longer to put out than officials had initially hoped. Ramirez had said Saturday that the state oil company would be able to restart the refinery "in a maximum of two days," then later said it would be two days once the fire was out.

"Now of course come all of the subsequent tasks: evaluation, securing the entire area," Ramirez told the Caracas-based television network Telesur on Tuesday morning. He said firefighters were still working in the area spraying the tanks with foam to cool them down.

"We need to check all the lines, all the connections, all the valves," Ramirez said. He added that the disaster hadn't affected the refinery complex's productive capacity, although operations were halted while the fires burned.

Officials said the explosion killed at least 41 people, including at least 20 National Guard soldiers stationed next to the refinery, and injured more than 150.

Government officials had said on Monday that the fire was under control but then announced that a third tank had begun burning. Residents said the flames finally began to diminish several hours before dawn on Tuesday.

Criticisms of the government's response came from some of the refinery's neighbors as well as oil experts.

Officials have said a gas leak led to the blast, but investigators have yet to determine the precise causes.

Investigators entered damaged areas to gather clues, Ramirez said. He declined to discuss details of the probe but said officials had followed safety protocols once they detected the gas leak in an area of fuel storage tanks shortly before the blast.

Another state oil company official told Chavez during a televised conversation Sunday that at about midnight officials had detected the leak and "went out to the street to block traffic."

Residents said they had no official warning before the explosion hit at about 1 a.m. Saturday. The blast knocked down walls, shattered windows and left streets littered with rubble.

On Tuesday, residents said they were relieved the fire was out.

Edgar Medina was working with his father to clear rubble that blocked the way to what remained of their windowless home. "Now what we hope is that they help us rebuild everything."

Chavez, who visited injured victims in a hospital Monday, announced the creation of a 100 million bolivar ($23 million) fund to help rebuild. He said more than 500 homes were damaged.

On Tuesday, Chavez spoke at a televised Cabinet meeting and praised state oil company officials and firefighters for their handling of the disaster. He paused for a live appearance by Gov. Stella Lugo in Falcon state, where the refinery is located, as she presented homes to families at a new government housing project.

The disaster occurred little more than a month before Venezuela's Oct. 7 presidential election. Opposition candidate Henrique Capriles said Monday that the tragedy shouldn't be politicized, but he also strongly criticized a remark by Chavez, who said that "the show should continue, with our pain, with our sorrow, with our victims."

"It seems irresponsible, insensitive ... to say 'the show should continue,'" Capriles told reporters. He repeated past criticisms about the number of accidents at the state-owned oil company and said the government "has to give answers."

The refinery is among the world's largest and is part of the Paraguana Refining Center, which also includes the adjacent Cardon refinery.

More debate about the government's response is likely during the presidential campaign.

Some Chavez critics and oil industry experts say insufficient maintenance could have made such a disaster likelier. Chavez and other government officials deny that, saying billions of dollars have been spent in recent years on upkeep at refineries including Amuay.

Chavez's government has been hit recently by other infrastructure-related problems including a prison riot that killed 25 last week, the collapse of a major highway bridge and power outages in parts of the country.

Pollster Saul Cabrera's said he doesn't think the refinery disaster is likely to cause significant political damage for Chavez nor shifts in most Venezuelans' views about the government.

Cabrera said that like in the case of the collapsed bridge, the apparent problem behind the refinery explosion "is government inefficiency, but it seems that doesn't matter much to people."

"It doesn't affect (Chavez) among his voters, which are nearly half the country," Cabrera said.

Still, Cabrera predicted the vote will result in a very tight race and predicted those who are undecided "are going to end up deciding the election."

His polling firm, Consultores 21, found in a survey earlier this month that the two candidates were nearly even, with Capriles at nearly 48 percent and Chavez garnering about 46 percent. The poll consulted 1,000 people and had an error margin of about 3 percentage points.

Other polls have given a significant lead to Chavez. The Venezuelan polling firm Datanalisis found Chavez with a 15-point lead in one June poll, but also said 23 percent of those surveyed were undecided or didn't reveal a preference.

The refinery fire appeared to contribute to fluctuations in U.S. gasoline futures, though Hurricane Isaac's approach toward the U.S. Gulf Coast appeared to have a bigger effect.

Gasoline futures rose 7.7 cents, or 2.5 percent, to $3.155 on Monday in New York, on concerns about supply disruptions from the storm and, to a degree, the closed Venezuelan refinery. On Tuesday, U.S. gasoline futures fell 2.87 cents to $3.126 as traders waited to see how big an impact Isaac has on U.S. refineries, and as Venezuelan officials said the Amuay refinery would restart in two days.

Antibiotics Linked to Weight Gain in Mice

Changes in the gut microbiome from low-dose antibiotics caused mice to gain weight. Similar alterations in humans taking antibiotics, especially children, might be adding to the obesity epidemic

Bacteria living naturally within the gut provide a gateway to flab, according to a few reports this week. These bacteria may explain how antibiotics fatten farm animals and perhaps people too, and how certain genes predispose organisms to obesity.

In a study published 22 August in Nature, researchers mimicked what farmers have been doing for decades to fatten up their livestock: they fed young mice a steady low dose of antibiotics. The antibiotics altered the composition of bacteria in the guts of the mice and also changed how the bacteria broke down nutrients. The bacteria in treated mice activated more genes that turn carbohydrates into short-chain fatty acids, and they turned on genes related to lipid conversion in the liver. Presumably, these shifts in molecular pathway enable fat build-up. Just as farm animals get fat, the antibiotic-fed mice put on weight.

Martin Blaser, a microbiologist at New York University in New York, says that parents might unknowingly be promoting a similar phenomenon when they treat common ailments and ear infections in their children. To back that idea up, he points to another study he authored. The study, published on 21 August, found that a disproportionate number of 11,000 kids in the United Kingdom who were overweight by the time they were 3 years old had taken antibiotics within their first 6 months of life.

?Antibiotics are extremely important drugs,? Blaser says, ?but especially when given early in life, I believe they come at a cost that parents, doctors and patients should be aware of.?

Microbes also seem to be an accomplice in genetically induced pudginess, according to a study published today in Nature Immunology. When researchers rid mice of a gene encoding a gut molecule called lymphotoxin, segmented filamentous bacteria overwhelmed the normal microbial community. These bacteria may gobble up excess fat like tapeworms ? the mice remained thin no matter what they ate. What?s more, mice with lymphotoxin intact were able to keep their slim figures when the researchers implanted the segmented filamentous bacteria in their guts.

Although the papers provide tantalizing links, Peter Turnbaugh, a microbiologist at Harvard University in Cambridge, Massachusetts, says that there?s more work to be done before microbes enter the limelight in the fight against obesity. ?These studies suggest mechanisms by which different bacteria promote adiposity, but they don?t fully define pathways,? he says. ?What really excites me about these papers is that now we have two new mouse models to do the follow-up experiments.?

Romney reaches out to women before GOP convention

TAMPA, Fla. (AP) ? Mitt Romney said it is "sad" that President Barack Obama's campaign is trying to link him to Rep. Todd Akin's statements about abortion, as top Republicans preparing for the party's nominating convention urged the GOP presidential challenger to reach out to women and Hispanics.

The remarks came Sunday as Republicans descending on Florida prepared to cram four days of events into three because of the threat caused by the approach of Tropical Storm Isaac.

Romney said that as Massachusetts governor, he had helped women by guaranteeing coverage for them ? and men as well ? by enacting that state's health care coverage legislation. Romney has pledged that as president he would repeal Obama's health care overhaul law ? which is similar to the Massachusetts statute ? but Romney said he was proud of that accomplishment.

Akin is the GOP Missouri Senate candidate who said women's bodies have ways of avoiding pregnancy after a "legitimate" rape. Romney and other GOP leaders have criticized those statements and urged Akin to drop out of the Senate race.

Asked in an interview broadcast Sunday on "Fox News Sunday" about Obama campaign efforts to link Akin's remarks to Romney and other Republicans, Romney said, "It really is sad, isn't it, with all the issues that America faces for the Obama campaign to continue to stoop to such a low level."

Romney said the controversy over Akin "hurts our party and I think is damaging to women."

Meanwhile, Sen. John McCain, R-Ariz., said Romney must sell his message to women and Hispanics if he is to oust Obama in the November elections.

Speaking on NBC's "Meet the Press," the former GOP presidential candidate said Romney must convince women and Hispanics that "jobs and the economy are more important perhaps than other issues."

Former Florida GOP Gov. Jeb Bush had a similar message about the Hispanic vote, saying on NBC, "Governor Romney can make inroads if he focuses on how do we create a climate of job creation and economic growth."

Bush, who has long urged his party to craft a more conciliatory message to Hispanics, added, "We've got to have a better tone going forward over the long haul for sure. You can't ask people to join your cause and then send a signal that 'you're really not wanted.' It just doesn't work."

Blue skies with patches of clouds hung over Tampa early Sunday, though winds were picking up as the major storm approached.

As aides in Tampa scramble, Romney is taking a rare day off the campaign trail at his lakeside vacation home in New Hampshire, receiving updates on the storm and making final preparations for the Thursday speech with which he will accept his party's presidential nomination.

"The safety of those in Isaac's path is of the utmost importance," Romney tweeted after Republican officials announced they had called off Monday's convention proceedings.

Because of possible storm surges and flooding Isaac could bring, convention organizers said they were making contingency plans to move delegates who have been booked into beachfront hotels to other locations if necessary. They indicated the schedule shift also was meant to prevent overburdening emergency response personnel at the height of the storm.

The GOP made the announcement late Saturday, saying that while the convention would officially be gaveled into session on Monday as scheduled, events would be postponed until Tuesday.

Convention spokesman James Davis said organizers were closely monitoring the storm's path but planned to rely on emergency management officials to guide decisions on whether to relocate delegates at waterfront hotels. So far, none have been moved nor had officials received word of major problems for inbound delegates.

Davis said the GOP's advice to delegates was "if your travel plans have not been interrupted and they're set, we recommend you come on down."

With Isaac boring down on the coast, President Barack Obama, who had been at Camp David presidential retreat in Maryland, dispatched the Federal Emergency Management Agency to establish a command center and move more resources into the state. Vice President Joe Biden scrapped a planned campaign trip into Florida that was to counter the start of the GOP convention.

Republicans hope to use this week's convention to cast Romney as a determined leader with the know-how to fix the country's economy. They also want to introduce him as a family oriented figure to counter the image of him as a ruthless businessman as Democrats have sought to brand him.

While the Romneys reveled in their convention, Obama was due to travel next week to college towns in Iowa, Colorado and Virginia to court young voters and college students. The president's nomination for a desired second term was to come a week later in Charlotte, N.C., during a Democratic convention beginning Sept. 4, right on the heels of the Republican convention.

In an interview with The Associated Press published Saturday, Obama sought to portray Romney as someone beholden to "extreme positions" on economic and social issues. Obama took pains to paint Romney and his running mate, Wisconsin Rep. Paul Ryan, as ideologues at a time when voters seem frustrated by government gridlock.

After a near-constant travel schedule since he was announced as the GOP vice presidential candidate, Ryan was also taking a rare break. Following a Saturday evening fundraiser in Manchester, N.H., he returned home to Janesville, Wis. Aides said Ryan planned a quiet Sunday. Then, before flying to Florida, he was to appear at a Monday rally in his hometown that was likely to offer him a hero's sendoff.

A few of Romney's former presidential rivals were holding events of their own in Tampa. Herman Cain and Minnesota Rep. Michele Bachmann ? both have endorsed Romney ? were appearing at a joint event. Texas Rep. Ron Paul, who hasn't conferred his blessing on the presumptive nominee, was anticipating thousands at a University of South Florida rally.

ICE chief of staff accused of sexual misconduct

WASHINGTON (AP) ? At least three employees at U.S. Immigration and Customs Enforcement have made serious complaints alleging inappropriate sexual behavior by a senior Obama administration political appointee and longtime aide to Homeland Security Secretary Janet Napolitano, according to court records and a letter describing the claims submitted to a congressional oversight committee.

The complaints are related to a sexual discrimination and retaliation lawsuit filed in May by a senior ICE agent. They accuse Suzanne Barr, the agency's chief of staff, of sexually inappropriate behavior toward employees. Barr is on leave while the allegations are being investigated, a spokesman for the agency said. Repeated attempts by The Associated Press for more than one week to reach Barr for comment by phone and email have been unsuccessful.

Barr is accused of telling a male subordinate he was "sexy" during an office party and asking a personal question about his anatomy. She is separately accused of offering to perform a sex act with a male subordinate while on business travel in Bogota, Colombia. She is also accused of calling a male subordinate from her hotel room and offering to perform a sex act. The names of two of the employees were censored in affidavits reviewed by the AP.

There were no prior complaints about Barr, according to a homeland security official who spoke to The Associated Press on condition of anonymity because he was not authorized to speak publicly about the matter. Barr was one of Napolitano's first appointments after she became secretary in 2009.

ICE would not say whether the agency's director, John Morton, witnessed any inappropriate behavior by Barr in the three years he's worked with her. Morton traveled with Barr 65 times between May 2009 and February 2012, according to documents obtained by the AP under the U.S. Freedom of Information Act.

Two employees came forward with their complaints after New York's most senior ICE agent filed a sexual discrimination and retaliation lawsuit. James T. Hayes Jr., described a "frat house" atmosphere at ICE designed to humiliate male employees under Barr's leadership. Hayes, who filed the complaint in May, is asking for more than $4 million that would cover compensation he believes he is owed for relocation expenses and financial losses associated with his transfer as well as the full salary and benefits he would have earned until he was eligible to retire.

Hayes' lawyer, Morris Fischer of Silver Spring, Md., has declined to comment.

The Justice Department is seeking to dismiss Hayes' lawsuit on the basis that he did not state a claim for retaliation.

There were 10 sexual harassment claims filed with ICE in 2011, a significant increase over the two cases filed in each of the previous two years, according to equal employment data from the agency. DHS said none of the cases were substantiated. Also in 2011, Morton issued an anti-fraternization policy that said supervisors were not to have sexual or romantic relationships with subordinates. Any such relationships, the policy said, should be immediately reported.

Brian Hale, an ICE spokesman, said the agency has a "zero tolerance sexual harassment policy" and that all such allegations are promptly investigated.

Despite the complaints, 24 senior ICE agents across the country sent Morton a letter of support Thursday that alluded to media reports of Hayes' case.

Barr went on leave after the New York Post reported a story on Hayes' complaint earlier this month. The additional employees came forward with their allegations around the same time.

Barr, a 1995 graduate of University of Arizona, began working for Napolitano in 2004 when Napolitano was governor of Arizona. Before that, Barr worked for Arizona Republican Sens. John McCain and Jon Kyl.

ICE's office of professional responsibility and the Homeland Security Department's inspector general are investigating the allegations against Barr, Hale said.

?Probably what would have happened in a regular season game is right after it happened, I would have up for x-rays,? Stafford said, via Anwar Richardson of MLive.com. ?If they would have said they were negative, I would have come back in the game. It feels okay right now. It feels fine, really. It?s scary to look down and see your hand swell up by the second.?

Running back Kevin Smith also seems to have avoided an injury that will keep him out of the lineup for an extended period. The oft-injured running back hurt his ankle early in the second half, but also got good news when x-rays came back negative on Saturday.

?It just gets scary under the pile of those big guys laying on you. It?s just a minor tweak, something I?m pretty sure I can get rid of quick. Just stay in the training room,? Smith said. ?More than anything, I was very scared. Just being that I had a high ankle sprain, I know how long it took to get back healthy. It?s not a high ankle sprain, so that?s positive. I?ll get in the treatment room and get back as soon as I can.?

Given the thin ranks at running back early in the season for Detroit, an injury to Smith would have forced the team to look for backfield help before the season starts. They still might do that, but it doesn?t appear they will be quite as desperate as many feared when Smith hobbled off the field in Oakland.

Now the Lions just need to clear up the status of the two cornerbacks who went down against the Raiders to make the whole night a momentary scare instead of a lingering problem.

"America's Next Top Model" got a makeover for cycle 19. The CW's reality competition, which returns at 8 p.m. Friday with its first "College Edition," has a new judge, a new photo shoot creative consultant and a new viewer-voting component, among other additions.

Gone are former judges Nigel Barker and J. Alexander (aka Miss Jay, also the show's runway coach) and photo director Jay Manuel. Joining the judges' panel alongside host/executive producer Tyra Banks and fashion PR expert Kelly Cutrone is Rob Evans, a?former boxer and male model. Stylist Johnny Wujek replaces Manuel, while fashion blogger Bryanboy and dancer-choreographer Jonte also have been tapped to serve in a mentoring capacity.

I hung up the phone -- I got pulled out of a class at Harvard (where she recently graduated from the university's executive education program) to take the call -- and went back into the class, but I couldn't focus on the professor. I was panicking. (But) yesterday we had a debut party and did a screening of the first episode, and every single reporter in New York City was there ... and they were super excited, wanting to talk about all the changes. Even though I went to business school, it was my boss that gave me a big lesson about rejuvenation and making something that's been around a long time fresh and exciting again.

THR: Who was it that called you asking for the changes?

Banks: I can't say who.

THR: What did you do after you got the call?

Banks: I took a break. I had to check out a little bit and realized I needed to go away. I went to Bali and took the entire first season with me on discs and studied it while I was there to understand why we are successful and what got us there in the first place and what we did in terms of being creative and what we left on the table that we shouldn't have. (I realized) it was the story of our girls. We got too much into teaching and challenges and photo shoots and eliminations. So you'll see in cycle 19 so much of the story will be getting to know the girls, whether emotional or comedic. There's a cycle one rawness to it.

THR: How has the revamp changed the vibe of the show?

Banks: It got me off of my routine. I have been doing " Top Model" for almost 10 years now, and I have a couple of scripted things: One is introducing the judges and the prizes, and another is I say, "There are two girls standing before me ... " (Banks quickly recites the rest of the familiar line about how one contestant will be forced to "pack their bags and go home"). I've been saying that for 10 years and didn't even have to think about it. But now, I have a whole new thing, a new prize package, the social media fan vote. These are no longer the lines I had known. So the two girls standing in front of me crying their eyes out had no idea what I was going to say. I didn't know what I was going to say. One time I had to pause and say, "Ladies, I am so sorry and I want to let you know I am here with you emotionally. I don't know my lines." And I ran off the set. It was such a mess! It felt like season one -- so fresh and uncomfortable, but in a good way.

THR: How do you feel about the move to Friday nights?

Banks: Who's excited about that, right? But at the same time, we're confident and we feel good.

THR: How does the viewer vote work?

Banks: The fans account for 25 percent of the vote. Now each judge votes from 1 to 10 and shows their score. ... In the end, the girls get called up based on their combined score, including social media, so sometimes girls end up going home that I don't want to go home, based on social media.

THR: Was it easy incorporating the social media element?

Banks: We were scrambling and running to see what the fans were saying. It was like "Laurel & Hardy" and "Keystone Cops" and "The Three Stooges" all in one. But it worked out beautifully.

THR: Why was it important to make viewers a part of the show this time around?

Banks: First, I'll tell you why it was important not to in the beginning. I created "Top Model" because I wanted to expand the definition of beauty and wanted a platform to do it. People think I just wanted to discover models, but that was secondary. I wanted to highlight atypical beauty, unique beauty, so the ugly-duckling girls at home who were not feeling beautiful could see other girls with a gap in their teeth or super pale or with big frizzy red hair being called beautiful and could feel better about themselves. We'd get (viewer) mail asking, "Why is that girl on? She needs to go home." Then two weeks later, the same restaurant waitress would get a makeover and people would say, "I had no idea she could look like that." Over the course of the years, the audience is now not just choosing the cheerleader or the pretty girl in the mall. They realize that beauty comes in different shapes and sizes with freckles and frizz. I felt comfortable enough that the audience wouldn't just go for the cheerleader now.

THR: Which stars will be making appearances this season?

Banks: Tyler Perry will teach the girls how to act as characters, because modeling is about embodying a character. ... The winner gets a part in a Tyler Perry movie. Alicia Keys also comes on, and the girls put on a fashion show to her new album, "Girl on Fire." And Shenae Grimes from "90210" is the photographer for the photo shoot in week two, (a taxidermy-themed shoot). I still don't know how to feel about that shoot because I don't wear fur. I don't know if we'll get hate mail about it. I'm not sure where I stand.

THR: Not all of the winners have had successful careers after their season ends. Do you work with any of them afterward as they embark on their modeling careers?

Banks: I don't double dip, for ethical reasons. At one point, I was thinking about managing one of the girls, but I think that's unethical. Do you choose the one you think you will make the most money off of, or the girl who you feel like deserves it the most? When a girl wins, it's up to her to work with the modeling agency she's partnering with. A lot of girls, some of them just want the crown. It's disheartening, like "I just won and I'm about to go back to my hometown and get a boyfriend and get me a baby." But this is not a pageant. Others are hungry to work and do get jobs, mostly internationally. This is a global business. On "American Idol," the guy or girl wins and their song is played on the radio around the world, whereas on "Top Model," the girl may win and then book Spanish Elle or Japanese Vogue or South African Harper's Bazaar. These are huge magazines, but they are regional, so it's difficult to feel her success.

THR: How much life is left in the Top Model franchise?

Banks: I've been answering that question since cycle five, and I'm always wrong. I said maybe until eight. On the set of cycle eight, I was with (executive producer) Ken Mok, who asked me, "How much longer do you think?" and I said until 10. I don't know. I don't like to keep being wrong.
